Evaluation and review

We evaluate and review publicly-funded projects post hoc, looking at the degree of success achieved and the reasons why.

Many of the projects coming to completion in 2011 were conceived and started in more optimistic times.  In many cases the predicted markets have not materialised.  Does this mean that the projects were misconceived, or that there is no point in continuing?  No, but it certainly means that proposers need to be flexible in how they adapt to new circumstances.
